South LA – On November 4, 2023, nearly 400 parents and students gathered at Southwest College to celebrate the 10th Anniversary of United Parents and Students (UPAS) and to focus on restoring the City of Los Angeles’ Guaranteed Basic Income (GBI) program called BIG:LEAP.

The meeting was chaired by Green Dot California parent and student leaders and attended by parents and students from all 18 Green Dot schools.  Allies in attendance included City Councilmember Curren Price, Community Investment for Families General Manager Abigail Marquez, among others.

BIG:LEAP provided $1000 pr month in cash assistance to more than 3500 LA families during its one year duration.  UPAS trained more than 250 of our parents of apply for the program and a number were selected for the benefits through random selection/lottery.

The program was abruptly dropped in March 2023.

UPAS is asking the City Council to restore funding for the program in the Fiscal Year 2024-25 City Budget.
